Mr. Carnegie to Sir Edward Grey.—(Received November 3.)

Peking, September 9, 1906. WITH reference to Sir E. Satow's telegram No. 26 of the 19th February and his despatch No. 77 of the 22nd February relative to the retention of a detachment of Russian troops at Shanhaikuan, I have the honour to report that I received a telegram from Colonel Bower, the officer in command of British troops in North China, stating that he expected a notification from a Russian officer that fort No. 1 at Shanhaikuan was to be evacuated by the Russian troops, and that be proposed to press that the building should be handed over to us unconditionally. I replied that I thought that if the Russian officer suggested reasonable conditions, they should be accepted.

On the 1st September, Colonel Bower telegraphed that the Russian officer in command had submitted for signature the following Agreement in regard to the fort :-

1. Russian flag on fort will be lowered.

2. Russians will evacuate fort and close the barracks they at present occupy.

3. British troops, without undertaking responsibility, will maintain a general supervision of barracks.

4. In the event of the British troops being withdrawn from Shanhaikuan any buildings received from the Russians will be handed over to the Chinese authorities.

I informed Colonel Bower that I saw no objection to the above Agreement which, as I have since learnt, was duly signed by both officers.
